As the municipal government's principal executive, the City Manager is responsible for implementing the policies and priorities adopted by City Council. The Manager coordinates the operations of all service-providing departments, which are individually administered by directors who are professional specialists. Each department's staff is comprised of other professionals in all of the fields relevant to the services rendered. These interrelated responsibilities were established when Oak Park's voters selected the Council-Manager form of government upon their approval of the City Charter in 1945.

The City Manager's Office also is in charge of personnel and employee labor relations functions.
