Headlee Override Millage Increase Proposition for Public Safety Purposes

This ballot proposition, if approved, will authorize the levy of an additional 1.1437 mills of the City of Oak Park Charter-authorized millage, which has been reduced by operation of Section 31 of Article IX of the State Constitution of 1963, the so-called Headlee amendment, by restoring 1.1437 mills for a period of ten (10) years, from 2012 through 2021, inclusive. Revenues from this millage increase will be available only for the purpose of funding personnel, equipment and operations of the department of public safety, including but not limited to paying the costs of employing public safety officers and purchasing police cars and police and fire equipment.
Shall the City of Oak Park, Oakland County, Michigan, be authorized to increase its tax levy by 1.1437 mills on each dollar ($1.1437 per $1,000) of the taxable value of all property in the City, for a period of ten (10) years, from 2012 through 2021, inclusive, thereby increasing the Charter-authorized millage in excess of the limit to which it has been reduced by Section 31 of Article IX of the State Constitution of 1963, all of which tax revenues will be disbursed to the City of Oak Park and used for the purpose of funding personnel, equipment and operations of the Department of Public Safety, including but not limited to paying the costs of employing public safety officers and purchasing police cars and police and fire equipment, and paying any and all other costs associated with or related to such purposes? The 1.1437 mill increase will raise the sum of approximately $536,498.00 in 2012.

Partial Headlee Override Millage Increase Proposition for Solid Waste Collection and Disposal

This ballot proposition, if approved, will authorize the levy of an additional one-half mill of the millage statutorily authorized by Act 298 of the Public Acts of Michigan, 1971, which millage authorization has been reduced by operation of Section 31 of Article IX of the State Constitution of 1963, the so-called Headlee amendment. The ballot proposition would restore one-half mill for a period of ten (10) years, from 2012 through 2021, inclusive. Revenues from this millage increase will be available only for the purpose of funding the collection and disposal of solid waste and paying all costs associated with or related to such purpose.
Shall the City of Oak Park, Oakland County, Michigan, be authorized to increase its tax levy by one-half mill on each dollar ($0.50 per $1,000) of the taxable value of all property in the City for a period of ten (10) years, from 2012 through 2021, inclusive, thereby increasing the statutorily-authorized millage for solid waste collection and disposal above the limit to which it has been reduced by Section 31 of Article IX of the State Constitution of 1963, all of which additional tax revenues will be disbursed to the City of Oak Park and used for the purpose of funding the collection and disposal of solid waste and paying all costs associated with or related to such purposes? The one-half mill increase will raise the sum of approximately $234,545.00 in 2012.

REGISTER TO VOTE BY April 9, 2012

Before you can vote in any election, you must be registered at least 30 days before the election. IF YOU ARE ALREADY REGISTERED IN OAK PARK, YOU DO NOT HAVE TO REGISTER AGAIN

To register to vote, you must be a U.S. Citizen, at least 18 years of age by Election Day, and a resident of the City where you are applying.

You can register at the City Clerk's Office, 13600 Oak Park Blvd., Oak Park, MI 48237, or at any Secretary of State Office. In addition, various other state agencies provide voter registration services. You may also register by mail, however, if you register by mail and have never voted in Michigan, you must appear in person to vote in the first election in which you wish to participate. This requirement does not apply if (1) you personally hand-deliver the voter registration form to the City Clerk's Office, (2) you are 60 years of age or more, (3) you are disabled, or (4) you are eligible to vote under the Uniformed and Overseas Citizens Absentee Voting Act.

The last day to register to vote for the November 8th election is October 11, 2011. On October 11, 2011, the City Clerk's Office will be open from 8:00 A.M. to 5:00 P.M.

  • ABSENTEE BALLOTS:

    Absentee voter ballots are available to residents who meet one of the following requirements:

    • You are unable to vote without assistance.
    • 60 years or older.
    • Expect to be absent from City on election day.
    • In jail, awaiting arraignment or trial.
    • Assigned to work as a precinct inspector.
    • Unable to attend polls because of religious beliefs.

    To obtain an absentee voter ballot application, contact the City Clerk's Office at (248) 691-7544.

    Anyone who has already requested to have their name placed on a permanent absentee ballot application list will automatically receive an application in the mail.

    Any handicapped or ill person requiring special accommodation may contact the city Clerk’s Office.

    The City Clerk's Office provides service to City Council, the Board of Zoning Appeals, Employee's Retirement System, Election Commission, and Board of Canvassers. On a daily basis, the Clerk's office issues merchant's licenses, garage sale permits, lawn care licenses, taxi cab licenses, handbill permits, precious metals licenses, sidewalk sale permits, vendor's licenses, mechanical amusement device licenses, distributor licenses, going-out-of business licenses, maintains a real estate non-solicitation list with sales and updates of the list to real estate companies, publishes all legal notifications. The City Clerk's office is also an official passport acceptance facility to all Oak Park Residents only. Also, the City Clerk's office offers public notary services that may be limited to Oak Park residents or official business within the City of Oak Park.
